You are the CEO of ABC town council responsible for the management of 80,000 HDB flats, 200 retail shops, 200 hawker stalls and 2 HDB shopping centres. Your town has been selected by HDB to pilot the concept of “Smart Town” in public housing estates. Faced with a rapid ageing population and the addition of more Build-To-Order (BTO) new flats in the town, the needs and expectations of residents and stakeholders have changed significantly.

The Town Council Chairman has assigned you to spearhead the “Smart Town” project and introduce new Smart FM technologies to achieve the desired outcomes of managing a “Smart Town”. The implementation of the “Smart Town” shall be aligned with the Smart Nation Singapore initiatives.

You are required to submit a proposal to the Town Council to gather the support of HDB (as landlord), town councillors (decision-making body), and various key stakeholders of the town. In addition, the proposal will be presented to the residents to attain at least 75% of their votes in order to proceed with the project.

Your proposal should entail the following aspects of HDB Smart Township management.

(a) Discuss the concept of smart buildings and smart estates in HDB towns and evaluate the costs and benefits of implementing smart FM in HDB Township Management.

(b) Identify the desired outcomes of managing a “Smart Town” and describe how it can align with the Singapore Smart Nation initiatives.

(c) Appraise and explain how suitable smart technologies can be applied to different township management operations in a “Smart Town”.

(d) Analyse and demonstrate how data management and analytics of the recommended smart FM solutions can help to achieve the desired outcomes of a “Smart Town”
