They have decided to engage you, as their safety consultant, to develop a fatigue risk management programme for them. In your interview with them, you have ascertained the following:

• Their workers work at heights to construct skyscrapers and condominiums. The workers re in regular PPE (overalls/ safety boots/ helmets) and fall arrest harnesses where appropriate. They had a near miss where a worker failed to hook up his harness and was working near an edge with no railings. However, he was spotted in time by a safety officer.

• The company operates a large fleet of heavy vehicles (diggers/ cranes/ cement mixers/ lorries and heavy forklifts). They have had several incidents on Shift A, with a few minor vehicular collisions (no injuries) and a near miss where a worker almost walked into the path of a moving cement mixer.
• The work is mostly manual material handling, operating power tools, climbing scaffolds, cement work and form work. The workers have a 45-minutes main meal break and two 15-minutes breaks during the shift. They work even during light rain, stopping only during heavy rain or lightning risk.
• The company has 3000 workers of which 20% are mature workers aged 40 — 65. 15% are obese (BMI > 30), 25% have high blood pressure and 3% have diabetes. Most of them have not seen a doctor in years and are not under active follow up.
