As the designated premise property manager, you are a key member of your workplace safety and health committee. You are tasked to organize and lead your workplace emergency preparedness sub-committee of your premise. You should be able to organize the premise emergency planning team, identify potential hazard-scenarios as well as analyze the required resource and competency of your premise response teams. You need to establish the capability of your company’s emergency response team (CERT) and develop the required emergency response plan (ERP) for your work-premise.

Demonstrate your understanding of the emergency preparedness and response planning approach by doing the following:

(a) Select a premise of your choice from among work-premises such as a hotel/resort, a chemical/pharmaceutical plant, a shopping center/mall, a community club/center, or a hospital setting.

(b) Assume the role of the property manager; examine how the work-premise emergency planning team should be organized, comprising representatives from within the entire work-premise, including associated tenants and their respective business operations.

(c) Describe and discuss the associated business activities within the selected workpremise and identify the potential hazard-scenarios that may pose a threat to life, safety and property.

(d) Using the SCDF’s National CERT Standard and Guidelines, analyse the selected workpremise tier-level, required evacuation and intervention strategies and examine the corresponding resources and competency required. This should include the premise’s incident management team (IMT), company emergency response team (CERT), evacuation warden team (EWT), in-place protection team (IPPT), emergency assembly area team (EAAT), traffic warden team (TWT), and disaster recovery team (DRT);

(e) Describe how the work-premise’s ERP is to be formulated and develop the ERP for the selected work-premise (as an attachment to the main report) using the format and guidelines stipulated by the SCDF (with site layout plan, schematic drawing, etc).
