Public administration as a field has seen several paradigm shifts. While the objective of public administration is to ensure that public value is created, scholars and analysts have identified various ways in which this goal is accomplished. Following the rise of wicked problems in the contemporary, newer paradigms, such as New Public Management, were developed to address contemporary issues confounding states and their citizens. However, these were not without criticism. For instance, public administration scholars such as Denhardt and Denhardt suggest that government should not be run like a business and should be run as a democracy instead.
Critically examine why several states rapidly adopted New Public Management in the public sector and critique its implementation and impact as a popular reform option in several states, including Southeast Asia. Thereafter, show why the transition to subsequent paradigms such as New Public Governance and New Public Service remains challenging. Refer to Southeast Asian examples where relevant and substantiate your discussion with empirical evidence and data to support your arguments.
