  • A major property developer intends to build a new Mixed Development comprising a Hotel, Convention Centre, Retail Space, Commercial Offices, and a high-end Restaurant. The proposed site is close to the existing Marina Bay Sands development.
  • The Architect has developed a schematic plan showing two 20 storey Towers sharing a 4-level basement car park situated directly beneath the 2 Tower blocks. Tower I will house the Hotel; and Convention Centre. Tower 2 will house the Retail Space; Commercial Offices; and a high-end Restaurant at the two uppermost storeys. The developer wants visitors to the high-end restaurant to have unimpeded access to enable it to operate a viable commercial venture and not be just limited to the occupants to the Offices. The developer would also like both Towers to have long straight driveways leading to the drop off points to provide a sense of arrival.
  • The Convention Centre will be able to accommodate up to 1000 occupants at any one time.
  • The developer plans to take advantage of the current slow business environment to build. The developer hopes to be in an excellent position to capture the pent-up demand for tourists and conference organizers when the Covid situation comes under control, i.e. in 2 years’ time.
  • The proposed new Development schematic plan is attached as an appendix to this Annex.
  • MHA has informed the developer that this Development falls under the Infrastructure Protection Act as a Special Development.
  • Special Developments must ensure appropriate security measures are incorporated in the design phase to protect against high-level threats.
  • As MHA will review the plans, the developer has engaged you and your team to prepare a comprehensive security plan.
