Project Information
HTNS, serving as both a recreational club and an institution, recognises the contributions of its members by commissioning the design and construction of a state-of-the-art clubhouse.
The development is characterised by a strong focus on sustainability, technological innovation, and a people-centric approach.
The new clubhouse facility is intended to foster camaraderie, pride, and social cohesion among members, while supporting their physical well-being through a premium fitness gym.
In addition, the clubhouse will provide a comprehensive suite of recreational amenities and food and beverage outlets to meet the diverse needs of its community and their families. The clubhouse integrates advanced digital capabilities, enabling members to conveniently access services and promotions via Smart Apps.
It incorporates eco-friendly features and passive design strategies within the air-conditioning system to enhance environmental performance. The design also includes naturally ventilated spaces, extensive landscaping, and the implementation of smart irrigation and water filtration systems.
HTNS will adopt the Design-Bid-Build with Early Contractor Involvement (DBB-ECI) model. The design consultant team will be procured and evaluated using the Quality Fee Method, while the main contractor will be selected through the Price Quality Method (PQM).
You are leading the procurement team at HTNS for the delivery of this project.

Part A: Tender Documentation Question 1
Identify TEN (10) different types of tender documents and their purposes that are essential for formally inviting contractors to submit bids for the HTNS Clubhouse Project.

Demonstrate and tabulate for each framework, the breakdown of the evaluation criteria components, showing clearly the headings of the main and sub-components and the assigned weightages for the clubhouse project.

HTNS uses a dedicated e-procurement platform within its enterprise system to manage the procurement process for the Clubhouse project. Describe the e-procurement processes from sourcing of consultants and contractors to the payment for this Clubhouse project.
Additionally, outline the strategies for procuring design and construction services throughout the project life cycle. Examine how HTNS incorporates strategies such as Modular and Integrated Design, Green and Sustainable specifications, Advanced Construction Manufacturing and Assembly, and Smart Facilities Management to achieve efficiency and sustainability targets in line with the Built Environment Industry Transformation Map (ITM) and the Singapore Green Plan 2030.
