Question 1
GOLDTOWER is a large construction company that has multiple worksites where construction of condominiums and shopping malls are on-going. The workers at this company are exposed to numerous working hazards and recently, the company has experienced several near misses as well as accidents at the workplace (some examples below).
They have decided to engage you, as their safety consultant, to develop a fatigue risk management programme for them. In your interview with them, you have ascertained the following:

Shift A: 7.30 am – 4.00 pm
Shift B: 3.00 pm – 11.00 pm
Shift C: 10.30 pm – 10.30 am
- Their worker schedule is as follows:

- O = off day
- Their workers work at heights at the site. They have had several slip, trip and fall injuries in the past year with the most severe having a broken ankle.
- The company operates heavy trucks, industrial vehicles and cranes at the sites. They have had several incidents on Shift A and C, with several vehicular accidents at the sites reported to the authorities over the last year as they resulted in injury requiring medical attention and subsequent sickness absence.
- The work is mostly manual physical.
- The workers have a 45-minute main meal break and two 10-min breaks during the shift.
- The company has 1000 workers of which 50% are matured workers aged 40-65. 25% are obese (BMI > 30), 15% have high blood pressure and < 1% have diabetes. Most of them have not seen a doctor in years and are not under active follow up.
