Review of Legislation and Standards on Local Exhaust Ventilations

Local exhaust ventilation (LEV) at the workplace is mandatory under the WSH (General Provisions) Regulations to safeguard persons against toxic airborne substances. Singapore Standard SS 586 Code of Practice on Local Exhaust Ventilation (LEV) represents good practices for the design, operation, testing and maintenance of LEV systems.

Stakeholders such as occupiers, employers and WSH professionals/ practitioners are expected to comply with the law and use the SS 586 to ensure that LEV systems are properly designed, constructed, operated and maintained.

You are required to review the legal requirements and the Singapore Standards on LEV with a view to enhancing the law and the standards on the LEV system. Your report or write-up should have at least 1,000 words or 5 pages (A4 size) addressing the following areas.

1. Relevant legal requirements on industrial ventilation in particular LEV system in Singapore MOM, the UK HSE and the USA OSHA.

2. Relevant standards or guidelines on LEV system design, operation, testing and maintenance including but not limited to SS 586, US ANSI standards / ACGIH guidelines and UK HSE guidelines.

3. Comparison & analysing of the laws & standards on LEV system design, operation, testing & maintenance between Singapore and the US or UK including your critique or opinion & judgment.

4. Challenges faced by stakeholders & industries in complying with the relevant WSH regulations on ventilation & SS 658 on LEV.

5. Comments and suggestions to address the challenges and to enhance the relevant WSH regulations and SS 586 on LEV.
