Opponents to this view assert that modern terrorism is characteristically different – more frequent, dangerous and lethal. Lacquer and Wall (2018) however, emphasis the structural features behind contemporary terrorism: how bad governance abets terror, the nature of supposed “lone wolf” terrorists and that fear alone provides no tools to combat the future of terrorism.
