Security Project Assignment

The project requires students to conduct a risk assessment to prepare a concept of protection for a proposed development based on the security situation in Singapore.

1. A description of the proposed development is attached – See Annexe A.

2. This security project has been allocated two sessions. In the first session, students will be briefed on the project requirements. The second session is arranged to allow students to clarify any points they may have encountered while preparing the final report for submission. The report submission date will be shared during the first session, the project briefing.

3. The project report must be submitted in writing. The limit is 4000 words to ensure the students prepare a concise report.

4. This project carries a weightage of 60% as part of the overall assessment for this module.

5. A list of the project assignment rules is attached for strict student compliance – See Annexe B.

Annexe A Security Project – Proposed Development

1. The Singapore & Malaysia governments have agreed to build a High-Speed Railway (HSR) to facilitate travel between the 2 countries

2. In light of this, the Singapore government has approved plans for the New HSR Depot at Tuas.

3. Train Depots are attractive targets for terror groups bent on striking transportation networks. In view of this, the Ministry of Home Affairs has formed a task force to ensure proper risk assessments are conducted and integrated security measures are emplaced.  The government wants to ensure that adequate security measures are implemented and that past incidents that impacted its MRT Depots do not recur.  The IS supporters and returned fighters to the region have made this an even more pressing problem

4. Based on your acute knowledge of security conditions and expertise in security, you have been specially selected to advise the HSR project team on security measures that should be emplaced at the New HSR Depot.

5. A schematic of the site layout plan for the New HSR Depot, measuring 1 km by 500m, is attached as Appendix 1 to Annexe A.  The site will have the following:

a. A two-storey admin block to manage the Depot’s day-to-day operations. This includes dealing with maintenance contractors and other service providers/suppliers.
b. 2 x workshops for the maintenance of the Trains and adequate parking bays.
c. A 3-storey HSR Control Centre with computer systems to schedule maintenance and manage train operations.
d. A 3-storey worker dormitory on-site to centralise accommodation for essential workers involved in the development.

6. To kick off the study, the HSR project team has tasked the Architects to share what they have prepared for the proposed development. The Architects have informed that they plan to implement the following:

• To enclose the new depot, a 2.4m high clear chain-link fence with a 10 cm concrete base will be installed at the site’s perimeter.
• The perimeter fence is to be covered by security lighting.
• The Main Guard House will serve as the Security Control Room. It will be situated next to the main access gate, which will feature standard, non-crashrated vehicle drop arm barriers and be covered by CCTV cameras to record both pedestrian and vehicle movements.
• All buildings will have mechanical lock and key systems. Glass facades will be utilised wherever feasible to allow natural light to brighten areas and reduce reliance on artificial lighting.
• The train parking area will extend within 10 meters of the perimeter fence to optimise space for planning purposes.
• Deploy security manpower: 2 unarmed guards during the day, from 0800 to 1900 hrs., and 1 unarmed guard at night, from 1900 to 0800 hrs.

7. The project requirements are as follows: –

a. Students are to conduct a risk assessment for the development

• Identification of assets.
• Identification of threats, probability of occurrence, and impact and consequences based on the identified threat scenarios in the event they are successfully executed.
• The concept of protection and security strategies to manage threats during normal periods and periods of increased risk.
• The security plan report should detail the specific threat scenarios and security measures to minimise the risk in the following areas:

i. Adjacent areas
ii. Perimeter of site
iii. Building perimeter, including glass facades
iv. Vital and restricted areas – zoning, etc.
v. The proposed location of the security control room and the list of security systems and means that should be monitored, including any off-site links and the type of security manpower.
vi. List security procedures and contingency plans that should be prepared for this development.

b. Students are to use figures and drawings to illustrate/aid in their proposal.

Annexe B Project Assignment Rules

Assignment Referencing

Students are formally advised that the only acceptable practice allowed in relation to providing referencing at the end of an assignment, essay or research paper is a list of references that have been cited in the project, essay or research paper. Students may title this ‘Reference List’ or ‘Bibliography’; however, this list will only include references that are cited. This means that students should not include in their reference list or bibliography any material that is not clearly cited in the body of their assignment.

Plagiarism

Students should familiarise themselves with scholarly conventions regarding sources and their acknowledgement. Plagiarism, the unacknowledged use of the work of others, is not tolerated, and a range of disciplinary measures are in place for sanctioning this. A student shall not plagiarise in any assessment.

Plagiarism is the act of taking and using another person’s work as one’s own. Where plagiarism occurs in items of assessment contributing to the result in a unit, it shall be regarded as and treated in the same manner as cheating in an examination. For these rules, any of the following acts constitute plagiarism unless the work is appropriately acknowledged:

• copying the work of another student
• directly copying any part of another person’s work
• summarising the work of another person
• using or developing an idea or thesis derived from another person’s work
• using experimental results obtained by another person
