Formation and operation of the Facilities Management (FM) Unit was first set up in year 2000. The FM Unit consist of in-house staff, example: management staff, engineer, technician and handy man levels providing facilities support to the University. Outsourcing is only limited to major upgrading A & A projects and
repair of specialized equipment.

Currently, the FM Unit maintenance practises only conduct scheduled and preventive maintenance for plant, equipment and services that need to satisfy definite regulatory control. Over the years, the Facilities Management records are not comprehensive. Furthermore, any action initiated by the clients or users outside of the Service Call Centre’s hotline will not be reflected in the fault report system.

The existing building operational personnel also require to manually perform and record all the hundred electricity meters and water meters in the campus and forwarded the meter readings to the Account division for generating the utilities billing. Furthermore, the majority of the facilities are connected to the BMS system but the system operations are relied on manual controls.

The FM Unit has appointed you as the Facilities Director. Your first task is to study and improve the FM organisation structure and use the technology for effective FM M&E service delivery.

Read the case thoroughly and analyse the following areas which will support the FM structure and maintenance management functions.

(a) Compare and contrast the In-house, outsourced, hybrid FM, and other MA model to improve the FM structure and model with real life examples;  (25 marks)
(b) Examine the FM organisation chart and review the relationship of FM Unit with the outsourced services;  (15 marks)
(c) Propose technology based for smart facilities management in the campus, significant benefits and achievement in effective FM operations and service delivery;  (30 marks)
(d) Propose strategies to improve the M&E maintenance regime and Data /documentation management system.  (30 marks)
