- This security project is an individual assignment.
- The project requires students to prepare a security plan for a proposed development based on the current security environment.
- A description of the proposed Development is attached – See Annexe A.
- This security project has been allocated two sessions. In the first session, students will be briefed on the project requirements and have an opportunity to clarify any points they may have.
- In the second session, students will have an opportunity to consult and verify any queries they may have as they prepare their report proper. A 4,000-word limit is set to ensure students prepare a concise report. The report submission date is 24 June 2025, 2359hrs.
- This project carries a weightage of 60 marks (60%) as part of the overall assessment for this module.

SECURITY PROJECT – PROPOSED DEVELOPMENT
- The Singapore Government wants to build a new Embassy in Nusantara, Indonesia. The current site poses many challenges as it is an existing building, and the current threat environment is rapidly evolving.
- The site allocated for the new Embassy is bounded by a dual-carriage road on the immediate northern and southern sides, followed by high-rise commercial and residential buildings. On the Eastern boundary are a private school and a public park. A 9m wide river runs on the western side of the Embassy.
- The plot allocated for the new Embassy measures 350 by 250 meters.
- The new Embassy will consist of
- A 4-storey Visa Office Block to manage visa applications and other formal applications.
- A 2-storey residence for the Ambassador and his family.
- A single-storey block for the Embassy’s staff (Singaporeans attached to the Embassy)
- There will also be a garden, tennis courts and swimming pool within the premises that will be used to host visiting delegations and VIP visitors. The Ambassador has requested that the design be open and welcoming and avoid a fortress look. The current plan is for the ambassador’s residence and Visa Office Block to use glass extensively to have a clear view of the surrounding areas.
- The architects have prepared a master plan showing the proposed layout. It is attached as an appendix to Annexe A.
- MHA has informed that security measures should be designed to ensure the security and safety of the occupants and visitors to the premises, including against high-level threats. MHA has stressed that threat conditions can change rapidly, and evolving threats should also be considered. The appropriate security measures should be incorporated in the design phase to protect against high-level threats.
- Due to its importance, the Architects have engaged you to prepare a comprehensive security plan.
- MHA has stated the security plan must include the following:
- Identification of assets.
- Identification of threats, probability of occurrence, and impact and consequences based on the identified threat scenarios in the event they are successfully executed.
- The concept of protection and security strategies to manage threats during normal periods and periods of increased risk.
- The security plan report should detail the specific threat scenarios and security measures to minimise the risk in the following areas:
- Adjacent areas
- Perimeter of site
- Building perimeter, including glass facades
- Vital and restricted areas – zoning, etc.
- The proposed location of the security control room and the list of security systems and means that should be monitored, including any off-site links and type of security manpower.
- List security procedures and contingency plans that should be prepared for this development.
- Students are to use figures and drawings to illustrate/aid in their proposal.
