Part A: Report to the Australian Productivity Commission
Problem Description:
In a well-functioning labor market, individuals with the same product attributes should be paid equally. The existence of a public-private pay gap thus has implications for the labor market, provision of public goods, and equality. Higher wages in the public sector for example will help attract more talent making it harder for the private sector to retain high-quality employees. On the other hand, lower wages in the public sector will cause the provision of poor-quality public goods and services.
You have been appointed by the Australian Productivity Commission to analyze the public-private pay gap in Australia. The data are drawn from the 2017 HILDA (Household, Income, and Labour Dynamics in Australia) survey. Using the tools learned in your current Business Statistics course provides the Commission with an analysis of the public-private pay gap. You may assume the Commission members have a good understanding of basic statistics. In addition, the Commission would like you to prepare a ministerial brief to illustrate the key findings of your analysis to the Minister for Employment, Skills, Small and Family Business.
