SCY1103: The Government Plans to Build a New VIP Complex Located in Close Proximity: Physical Security Assignment, ECU, Singapore

Assignment Details:

SECURITY PLAN – NEW VIP COMPLEX

1.​ The government plans to build a new VIP Complex located in close proximity to the Singapore Changi Airport as part of its plan for Terminal 5 that is being constructed to maintain its status as the leading Air Hub. The new VIP Complex will be built approximately 100 meters from the close waterfront to provide a scenic view of the surroundings.

2. The VIP Complex will be used by Heads of State and VIP delegations visiting and departing from Singapore.

3. CAAS is keen to make both the Terminal 5 and its new VIP Complex a sight to behold. This is following the international accolades it received after designing “The Jewel” -a nature-themed entertainment and retail complex at Changi Airport. In view of this, it has invited an international team of prominent architects. After reviewing their track records, the CAAS has decided to engage a prominent Architect from Paris. His vision for the VIP Complex is a warm, open, and welcoming facility, one that is aligned with the Garden City image of Singapore. An area of 100m by 200m has been allocated for the VIP Complex.

4. The Architect has proposed the following concept for the design of the new VIP Complex.

• A 30m long and straight driveway leading to the VIP Complex.
• A 4-storey glass building, with 5-meter-high ceilings for each storey, to provide a clear view of the roads and greenery surrounding the proposed VIP Complex.
• A 20m x 30m open water feature with fountains and a garden terrace for VIPs to soak in the atmosphere and grandeur of the new VIP Complex.
• A roof-top dining area for hosting events during fair weather.
• A separate 1-storey block – back of the house for delivery; loading and unloading; and food preparation.

5. As this is critical infrastructure, you have been engaged based on your expert knowledge of security threats both locally and in the region, to prepare a security plan report.

The security plan report should clearly describe the following:

• ​Assets to be protected
• Threats and probability of occurrence
• ​Impact and consequences of a successful attack
• Design considerations/strategies to minimize the risks
• Specific measures, based on credible threats, for the following:
  1. Adjacent areas
  2. Site perimeter protection
  3. Number of access points and type of protection measures at each point
  4. Building perimeter and façade requirements
  5. Protection of vital areas – zoning and in the particular rooftop dining area
  6. Security systems and manpower
  7. Security procedures/contingency plans
